As Carl said - use Make!
I have a messaging feature set up for a client which enables them to send messages (they can choose email or text) to their staff based on a range of criteria - for example people of a certain status or those booked on a particular shift - they also have specific staff groups for messaging.
Integromat/Make (still Integromat in their case) then sends the emails to people by selecting the user records based on the criteria and sends the message via their email account or Twilio account (the latter for SMS).
