Prevent Signing Out Item When "On Hand Qty" is Zero

I have a table called “Check Out Items”. In this table I have a connection with the “Essential Items” table. In the “Essential Items” table I have an Equation field that tells me “On Hand Qty” for my essential items. I have tried to create a rule to let know people they can’t sign out items that have zero on hand. But I can’t get it to work. I just can’t find the “On Hand Qty” field from my Essential Items table on my Check Out Items form rules.

Can someone help me here?
