If I start an app in one account (my own) and later want to transfer ownership of (and financial responsibility for) the app to another account, is that possible? I do see a “copy” command in the Builder dashboard that shows my apps; but this seems only to duplicate the app inside the current account.

A copy can be made from one account to another be request to our support team. This simply copies your app into another account.
They would need to establish an active account thus making them financially responsible. Hope this helps.
