Can i limit how many accounts an admin can make?

Hi all,

im pretty sure this hasnt been asked before but im sorry if this question is already answered on here somewhere!

We are developing an app whereby a admin for a company is given access to create accounts for their users, i want to limit them to only creating 4 users, is there a way i can limit the number of accounts they can make?
