As a Builder, I would like to be able to set particular records to a view only status for particular user roles so that they can view, but not download the documents.
You can accomplish this by using a "details" view instead of an "edit" view. You can also set the "edit" fields to read only but have to do that one field at a time. But yes, it would be nice to build a single page and switch it from view to edit.
